Antisocial Behaviour
Definition
Antisocial behaviour covers a wide range of behaviour ranging from creating nuisance and inconvenience through to criminal offences. In Edinburgh the Antisocial Behaviour etc. (Scotland) Act 2004 definition has been adopted:
“Act in a manner that causes or is likely to cause alarm or distress; or pursue a course of conduct that causes or is likely to cause alarm or distress...”
Antisocial Behaviour Strategy
The new DRAFT Antisocial Behaviour Strategy aims to make best use of existing specialist and mainstream services, and available enforcement powers, to prevent, combat and reduce antisocial behaviour and its impact on communities. It has been expanded to incorporate the national emphasis on preventative measures that seek to address the underlying factors leading to crime and antisocial behaviour and the move towards greater public participation in community decisions.
A 12-week public consultation period is running from 12 December 2009 through to 9 March 2010. Following the consultation, the final draft will be submitted to the CEC Health and Social Care Committee in May 2010 for approval and then lead signatory agencies boards for approval. Once approved, the strategy will be formally launched in June or July 2010.
